With the aim of promoting sustainability and moving towards a more efficient circular economy, Europe is responsible for creating new regulations that establish measures to reduce the total volume of waste in all member countries of the European Union.
Europe requires compliance with these standards, which is why Spain is responding to this requirement through Law 7/2022, which establishes regulations to reduce waste generation and promote a circular economy. In Comunitat Valenciana, this regulation is complemented by Law 5/2022, which regulates climate change and ecological transition and establishes specific policies for the territory.
This regulation has led to the establishment of a specific mandatory fee to cover the actual costs of the urban solid waste collection and transport service, which will come into force in January 2025. The Mancomunitat de la Ribera Alta coordinates the implementation of this fee in the 25 municipalities that are part of the tax management system and ensures that it is applied correctly and fairly for all citizens. This collection and transport fee is different from the treatment fee managed by the Consorcio de Residuos Ribera y Valldigna.
The local councils of Ribera Alta are implementing separate waste collection systems that encourage the correct separation of waste. The better the waste separation, the lower the amount of the fee to be paid.
In September 2025, we will receive the first notification with the annual amount of the fee and, from 2026 onwards, we will be able to set up a direct debit to make payment easier.
With this measure, we are all complying with a legal obligation and reaffirming our responsibility to the environment, moving towards a more sustainable future for future generations.

When does the tax have to be paid?
The Mancomunitat de la Ribera Alta has delegated the collection of this tax to the Diputació de València. Therefore, during the month of September, you will receive a notification from the Diputació with the amount corresponding to your bill.
What are the consequences of these changes?
1-The tax is no longer collected by the Town Council, but by the Mancomunitat, thus avoiding any risk of duplication.
2-As the collecting entity has changed, any previous direct debit will no longer be valid.
3-Once this bill has been paid, you can set up direct debits for future payments by following the instructions below.
How can I pay the 2025 fee?
You can make the payment in the following ways:
1-In person, at a counter or ATM, or through the online banking services of participating institutions:
2-With a bank card, by accessing the Oficina Virtual Tributaria (OVT) of the Diputació de València via the link www.sede.dival.es/pagorecibo
How can I set up direct debit for future payments?
You can set up direct debit for 2026 and subsequent years in the following ways:
1-At your bank, when making the payment.
2-Online, with a digital certificate, through your tax folder by accessing www.sede.dival.es/oficinatributaria Gestionar mis domiciliaciones bancarias.
