The Mancomunitat de la Ribera Alta has lodged an appeal for reconsideration with Labora Servei Valencià d’Ocupació i Formació (the Valencian Employment and Training Service) in relation to the Resolution of 11 July 2024, issued by the Director General of Labora Servei Valencià d’Ocupació i Formació, announcing subsidies for the 2024 financial year for the hiring of unemployed people under the age of 30 by local entities in the Valencian Community.
In this call, unlike previous calls, associations of municipalities have been excluded from applying for the subsidy, and the Mancomunitat de la Ribera Alta had planned to submit an application to be a beneficiary of this employment aid, as it has done in previous years.
The main argument put forward by the Mancomunitat de la Ribera Alta is Article 36.2 of the Law on Associations of Municipalities of the Valencian Community, which states that ‘Associations of municipalities shall participate in regional and provincial calls for aid and subsidies aimed at municipalities, unless expressly provided otherwise in the calls, and shall benefit from the maximum level of aid’.
The Mancomunitat de la Ribera Alta has deemed it necessary to lodge this appeal in order to obtain explicit recognition of the possibility for associations of municipalities in the Valencian Community, and in particular the Mancomunitat de la Ribera Alta, to apply for and obtain approval for aid under this call.
The president of the Mancomunitat de la Ribera Alta, Paqui Momparler Orta, highlighted the importance of ‘promoting the work carried out by the Mancomunitat de la Ribera Alta, and associations in general, and the services and improvements they bring to society as a whole in different areas of action. That is why having support staff is a great help to our local authority, while also encouraging improvements in training, experience and employment, promoting and facilitating equal opportunities for a fundamental part of our society, namely young unemployed people’.
‘We regret once again’, continues Momparler, ‘that the policies of the Consell, and in particular the calls for applications for various grants, show little consideration for associations of municipalities as instruments for providing effective services and promoting synergies for local councils, a fact that significantly undermines the services provided by local councils to their citizens’.
