The Mancomunitat de la Ribera Alta held an information session on the new service it offers for processing and managing urban solid waste collection fees, which was attended by specialised technical staff from different town councils in the Ribera region.
The president of the Mancomunitat de la Ribera Alta, Paqui Momparler Orta, chaired this information meeting, which took place on 22 May 2024.
Law 7/2022 of 8 April on Waste and Contaminated Soil for a Circular Economy (Art. 11.3) states that ‘… local authorities shall establish, within three years of the entry into force of this law, a tax or, where appropriate, a non-taxable public financial contribution of a specific, differentiated and non-deficit nature, which shall enable the implementation of pay-as-you-throw systems and reflect the real cost, direct or indirect, of collection, transport and treatment operations’. specific, differentiated and non-deficit-making, which will enable the implementation of payment systems based on generation and which reflects the real, direct or indirect cost of waste collection, transport and treatment operations…”
This service, offered by the Mancomunitat de la Ribera Alta, is designed to manage the urban solid waste collection tax for municipalities that approve their own ordinance. It also aims to provide technical advice for the assessment of the ordinance.
The tax management service includes the preparation, maintenance and approval of the register, registrations, deregistrations and changes in the status of taxpayers. The publication of the edicts of approval and public display of the corresponding registers; the application of tax rebates and exemptions in accordance with their ordinances and all powers to resolve tax proceedings.
In this management, the collaboration of the Diputació de València is envisaged in the collection phase and it also aims to provide assistance to citizens through the tax processing and management office, as well as legal defence in the event of possible appeals.
The tax management office will be staffed by specialised personnel who will be able to assist citizens in person or through the electronic headquarters, and a new negotiation unit will be created with administrative staff, technicians and IT equipment, and everything necessary to carry out the task of tax management.
